Effective April 28, 2004-ALL credit card transactions (MasterCard, Diner's Club, American Express and Discover) will be processed by CASHNet® SmartPay and a service fee will be charged to the user.

Effective May 1, 2004 credit cards will no longer be accepted at the Bursar office or at the Palm Desert Office.

Our campus merchant fees are currently over $300,000 per year. Due to the serious budget concerns facing the University, CSUSB can no longer absorb this cost.

In order to give the students and their parents several payment options, CSUSB is implementing the following:

1. CASHNet SmartPay which will accept MasterCard, Diner's Club, American Express, Discover Card, and electronic checks and will charge a service fee of 3.15% per transaction to the user.

CASHNet SMARTPAY is operated by Informed Decisions Corp., a private company completely independent from the colleges and universities that contract with it to provide electronic payment services. CASHNet SmartPay enables its users to pay with a credit card or an electronic check.
The service charge is for the convenience of the payment method, the cost of the associated services, and for the development and ongoing operations of the CASHNet SmartPay web site and telephone services.

2. *No fee to users when an electronic check is used via the campus website.

3. *No fee to users when pin-based ATM debit cards are used at the Bursar's Offices and the Palm Desert Office.
